THE RUCHIKA GIRHOTRA CASE(THE GIRL WHO NEVER GOT JUSTICE) Ruchika was a student of class 10 at Sacred Heart School for Girls in Chandigarh where she was living with her father and her younger brother ashu . Her mother died when she was just 10 years old. Her father was a bank manager in UCO bank. She had a friend in school "aradhna" and they both used to play tennis at Haryana Lawn Tennis Association which was owned by the then IGP(inspector general of police) SPS rathore. 11th August 1990: SPS Rathore was following ruchika since so many days and finally this day went to her house to meet his father and promised him to give special training to ruchika and asked ruchika to meet him the next day in his office. 12th August 1990: both ruchika and aaradhna went to rathore's office(which was very near to this tennis court where they both used to play).On seeing both of them,rathore asked aardhana to go out and call the tennis coach from tennis court. When aardhana went out, rathore finding nobody around, immediately grabbed ruchika's hand and waist and pressed his body against hers and then suddenly aardhana comes in. seeing this rathore immediately gets back to his chair. rathore gets angry with aardhana and ask her to get out of the office and bring the coach personally with her to which aardhana refused and suddenly both ruchika and aardhana fled through his office. ruchika tells everything to aardhaya but not to her father to avoid any controversy then. But rathore kept following ruchika to which both girls told their parents about this incident. 14th August 1990: Aaradhya's father anand prakash bring's up the matter to the panchkula residents(mostly parents of tennis players) to which all decides that this incident must be reported to higher authorities and proper action must be taken against rathore. 17th August 1990: Residents meet the then home secretary jk duggal who discuss the matter with home minister and ask the DGP Ram Rakshpal singh to investigate 3rd September 1990: DGP submits its report to the home secretary which found rathore guilty and suggested that an FIR must be registered immediately. But before the suggestion could be implemented the home secretary was transferred and the new secretary did not follow the report. On the very same day, an ex-MLA, Jagjeet Singh Tikka organized a large group of men to shout slogans in front of Ruchika's house and harass her family 20th September 1990: Ruchika was expelled from her school for late-payment of fees. Later it was found that school refused to accept her fees and in fact there was 16 other students including rathor's daughter(who was classmate of ruchika ) who deposited the fees later and were not expelled.Ruchika's expulsion from school was later used by Rathore's lawyers to question her character. After expulsion from school, ruchika got herself bound into her home because wherever she used to go, she was followed by the policemen deployed by rathore . Rathore also deployed some policemen to keep eyes on the family of ruchika and to report everything ruchika's family do. After this,ruchika's family was forced to take back the charges to which they refused. Fake cases of theft,murder and other defamations were filed by panchkula police on ruchika's father and her 10 year old brother.Five cases of car's theft were lodged against ruchika's brother in just 2 months. ruchika's father was suspended from his job to which company gave a reason that he was spreading corruption in the bank. Aaradhna who was sole witness in the case received hundreds of threat calls. She was also charged with cases of theft and bad character. Her father who was also helping ruchika's father was also given premature retirement and several cases of corruption in his office ( Haryana State Agriculture Marketing Board) were filed against him. 23 September 1993: Ruchika's then 13-year-old brother, Ashu, was picked up in the market place near his house by police in plain clothes. They drove him in a jeep to the Crime Investigation Agency (CIA) Staff Office in Mansa Devi. There, he was tortured by Sub-Inspector Prem Dutt and Assistant Sub-Inspectors Jai Narayan. His hands were tied on his back and he was made to bend. His feet were tied with a weight. He was kept in this uncomfortable position for an extended period of time. After some time, Rathore also arrived there. Ashu was then tortured further. A roller, referred to by the police as "Mussal', was rolled on his legs and thighs after four constables boarded the roller. later he was released and his family was threatened of same fate. 11 November 1993: Ashu was picked up again on 11 November 1993. He was tortured again and was unable to walk due to the beatings. He was not given food or water for days at a stretch and was beaten mercilessly. He was repeatedly told to convince his sister to withdraw her complaint. He was allegedly forced to sign on blank papers, which were used by the police to show his "confessions" that he stole 11 cars. 28 December 1993: Ruchika consumed poison. She died the next day. Rathore threw a party that night to celebrate. The government closed the case filed against Rathore less than a week after her death. Unable to bear the harassment, her family moved out of Chandigarh. November 1994: Rathore was promoted to additional DGP because of his contacts with higher authorities. 21 August 1998: Punjab and Haryana High Court directed the CBI to conduct an inquiry Oct 1999: INLD government led by Om Prakash Chautala made Rathore the police chief (DGP) of the state 16 November 2000: CBI filed a charge sheet against Rathore.He was still allowed to continue as DGP of state(because of his contacts with govt.) Incredibly, after filing the chargesheet in 2000, the CBI took 7 years to record evidence from 16 prosecution witnesses. Rathore visited multiple times in 1998, trying to influence the CBI to clear him on all charges. Rathore had learnt that Singh(CBI joint director) was constructing a house in Gurgaon, and offered to provide building materials and other assistance. Rathore had also approaced the Investigating Officer for the case, Rajesh Ranjan, CBI's Deputy Superintendent of Police. When he failed to influence the officers, Rathore had the case transferred. Rathore enjoyed access to all levels of the CBI since he was DGP rathore tried every strategy to delay the conviction .Rathore also used other technical grounds like demanding that the trial be video graphed to cause more delays. 21 December 2009: Court found rathore convicted and gave him a six-month jail and fine of Rs.1000 and he was released immediately given a bail-bond of Rs.10,000. And the girl got such justice to all the harassment which she and her family had and after so many years .Every elections political parties talk about the development and inflation but nobody talks about the law and justice which should be the duty of good government. There are millions of cases in Indian courts which are pending since so many years and will remain pending but nobody cares. Everyone from judge to lawyer is lazy and corrupted who wants the conviction to be as delayed as much. One good thing that happened to this case was when an unidentified man attacked rathore with pocket-knife thrice while rathore was walking out of the court in 2009 after being convicted. At least somebody tried to give her justice more  
Root cause for use f musclemen is something being done illegally or the legal ways are unacceptable because of time, money and manpower required. more  
Arrest Musclemen wherever they are, who ever employ them. Then the country will become peaceful and without any riots. more  
Musclemen invariably have support from criminals and /or politicians more  
Many times these people go scot-free due to their connection with political leaders as also some advocates who are on their rolls. More over black money is used for their numbers to increase day by day. Unless a fool-proof law is made to book and punish all the culprits, alongwith their supporters, confiscate their money and property wherever it is, this menace can't be stopped. Non-cooperation from the authorities on the issues also could be a reason for the general public to approach / support these people for getting things done.
