Vehicle Scrappage - Does 10 year old condition change?

Earlier NGT had this rule that one cant drive older than 10 year old diesel vehicles in Delhi though I have paid registration charges for 15 years.

Does that rule go away with this new proposal made in budget of after 15 years only scrapping

We have paid not only registration charges but road tax also for 15 years. My vehicle’s life is for 3.5 lakh kilometres & it has done only 80000kms so far. Why should age be a the criteria? Yes, fitness is important. Vehicles don’t have expiry dates . more  
I think every government department policy should be same . As my observation as now vehicles engine is very refined quality and 15 and 20 year should be ok. Due to this big relief to business community. But vehicles should be maintain in good condition more  
Old vehicles which are in poor condition need to be scrapped for the safety of driver and others on road. The old scrap vehicles unnecessary occupy space already parking problem exist in metro cities. Govt must lift old vehicles with magnetic cranes after one warning .Both two and four wheelers will give some part of revenue to govt.In Delhi many such vehicles can be seen spl in residential areas . more
