Very poor construction n irresponsible behaviour of builder.

Hello,
I have purchased newly built builder floor at Uttamnagar on 13th august 2015.I ve shifed on 22nd october 2015.Soon after shifting,lot of cracks are visible in the RCC work,brick work n finishing work in building.on complaining to builder no positive response has been received yet.We and our buildings 8 famalies are living under continuous collapse hezaard.property comes under MCD,New Delhi.It is registered and its a four storey buliding{Stilt/parking/Ground +four}
Kindly suggest what immediate steps should we take???
Where should we apeal???

When a new building is constructed, before issuing possession certificate, an Inspection takes place from the a respective department. Probably from the Corporation. Take a copy of the possession certificate , collect completion certificate from builder or builder submitted to the department and file registered complaint with Corporation. Mark a copy to High court requesting them authority to investigate about the stability of the structure. Mention all detail about your builders refusal to heed any interest and your members are living in high risk. more

Multipath course of actions : 1. Lodge your written complaint with MCD. 2. Consumer Forum / Commission complaint. 3. Newly enacted Law i.e. Property Bill - take the course of action under the relevant provisions. 4. Criminal Complaint - if police not taking FIR (mostly they will not) then Private Complaint to the Nearest Court. 5. There might be many more like you - in that case - you can approach to EOW . more  
I suggest that you go through the agreement of sale signed by you with the builder; if you are the first owner, normally there will be a clause for maintenance; any defects in construction would be repaired by the builder without any cost to you; if that clause is existing in your agreement, then you can represent to the builder quoting the clause and request him to carry out the necessary repairs; in case the builder refuses then it would be a breach of contract and suitable course of action would be to file a civil suit against the builder; In fact you would have formed a resident owner's association in the building; call a meeting of the members and pass a resolution about the poor construction work executed by the builder and send a notice for action to the builder through the association; Also that the builder be informed that he would be responsible any damage to property or life of the residents in that building, on account of any untoward incident in the building; You may also give as much publicity as possible about the poor quality of construction work executed by the said builder, in the local media (newspaper, tv channels etc); this would definitely affect his business which he could not afford; and he could come to terms; It is possible the builder might put forth offers requiring the residents also to pay a part of the cost of repairs. Which the members may refuse to share the cost; more  
Approach the local police station with a written complaint and consumer forum for compensation and damages more
