Ghaziabad Disaster Preparedness - How confident do you feel about your district or city administration's preparedness to handle a disaster (terror attack, earthquake, civic accidents, etc)?

I just want to draw everybody's (Ghaziabad Residents) attention towards the voting on the above subject, that every body are disappointed by the administration on Disaster Management.
I am a Civil Defence Volunteer and everybody must have to maintain a HOUSE HOLD REGISTER issued by the Civil Defence office, U.P. Government and Home Ministry of Central Government of India in which we fulfill the Name, No. of Persons, Age of every member, Pets, Gender of every family, no. of tenant etc in a building which are essential for their benifits in any mishappening, it is just a summary which will be provided by the Administrator to the disaster relief teams i.e. NDRF, Military etc. that would be easy to locate and save several lives most of the people living in a building collapsed in any natural disaster like earthquake, civic accidents etc. This register will be handed over to civil defence office. One copy of this register is always keep to Post warden of the sector/area. District Magistrate is the head of Civil Defence department in every District. We also survey the shops, godowns, etc that how much persons working there, with their name, age, etc.
But It is very sorry to say that Even being an educated citizens, no body entertain us as a Government's authorised even somebody misbehaved. Mostly Residentials refused to give any details of their family members, Mobile No. Tenants information etc. If nobody can understand the Government's aspect on it, how the ease of saving lives from debris of the collapsed building, how can they stand with "no confident on disaster preparedness" ? more
