Wait list and flexi fare

As I discussed earlier in 2015, all the quotas should be removed.
Normally in a coach of 70 seats, only 40 seats are open for booking, rest for different quotas.
41 st booking shows wait list.
And flexifare starts working.
On last day, when final chart is made, a lot of seats remain vacant.
This is wrong.
41st booking to last waiting , pays more money, and many a persons don’t travel because of high rates.
In the end, many s seats remain vacant.

Ultimate railway is on looser side.

It must be checked more

I think this post mixes up 2 separate issues of quota and flexi-fare. When you see wait-listed status in common train (except for special train/ upper class with flexi fare) you don't have the option to get a Sleeper ticket just by paying some extra as flexi fare, which if existed could actually help people coming out of clutches of travel agents. Releasing many seats at last moment or keeping it vacant for TTE's income is a planned crime by Railways. Railways quota system is the worst and one of the main reasons for low railway income but when they get their salary/ pay commission/bonus from tax money who bothers. more  
Quota system is essential for passengers of different centres availing the rail services, otherwise they will never get a confirmed berth in any train, which will be full of their capacity at the initial stage itself. In fact the system of flexi-fare itself should be abolished as the system is not suitable in a country like ours where number of trains are much less than actual need in view of our huge population. We should jointly and individually oppose the flexi fare system demanding for its immediate abolition in all categories of trains. The rail authority should not be allowed to take undue advantage of paucity of trains by asking for additional fares in whatever name it may be without offering additional specilised services and comfort. more  
Government organisation like Rsiways should not resort .like private players , to exploiting people with flexi fares. more  
Quota system must be abolished except Tatkal Quota. It gives a sign of partiality among the citizens. more  
Ordinary class and 3AC should be out of Flexi fare scheme as these are for travel by non-affluent class. Also these do not generate significant revenue. more  
My view is that railway coaches should run to 100% occupancy or near to it because it is not only generate revenue to railway but also a social cause to give mobility to general persons more
