waiver from Penalty for GST 3B return submitted

Till last month filing of GST 3B return requires 2 step i.e first as submit and then proceed as file but after first step , for second step there was no system alert or message alert this resulted many users to believe that returns are filed and they realised only after they login for filing second month return that too when they find penalty for non filing 3B this could have been avoided if system alert is generated for next process and GST portal should not charge penalty for those who paid the taxes before the due date and also submitted the return it is unfair to charge penalty for system related issues of submitted but not filed status more
