Below are the Key Solutions (along with Issues and Root Causes as outlined by you) to improve the state of Water Supply in Urban India.

Improving State of Water Supply - Solutions

1. There should be clear cut accountability of officials in Water Departments at all levels
2. No favouritism, or political interference in official work
3. There should be third party quality certification of completion of major projects
4. IT operated consumer grievance cell to redress the same timely
5. Sewage and water pipes should not go together
6. More water treatment plants should be set up
7. Supply of clean drinking water should be ensured to masses
8. The quality of the supply water should be checked using modern instruments after regular intervals
9. Leakage in pipelines should be quickly detected using computer systems and repaired
10. Request for new connections should be automated and made available on internet
11. Water bills should be subsidised
12. Crackdown should be made on people digging non-approved bore wells
13. Rain water harvesting should be adopted by all RWAs and societies
14. Overhead tanks should be installed in public toilets and water supply should be ensured
15. The ‘connecting rivers’ plan should be given momentum
16. The technology to convert sea water to drinking water should be gained and put in use immediately
17. Two kinds of water channels could be developed - one for drinking and cooking; the other for washing, watering plants might help bring equilibrium to the demand

State of Water Supply - Root Causes
1. Water supply has not been planned properly
2. Water pipes and sewage pipes overlap each other
3. The number of water treatment plants is not enough
4. Water treatment plants are technologically very old
5. Water pipelines are very old and weathered out
6. Leakage identification takes a long time
7. Most of the people do not understand the need of water management
8. Corrupt officials let the bore-wells get dug without official approval
9. Too much water is being pumped out of the ground by residents
10. Unauthorised water connections in slum areas leads to drop in water pressure in other areas
11. Most of our water distribution networks in urban areas are not available in a digital format, hence it is very difficult to keep track and do maintenance of these systems
12. Lack of long term plans or laxity in implementation of plans for augmenting water sources and pipe lines
13. Inefficient, poor maintenance network
14. Slow induction of latest technology

Water Supply – Key Issues

1. Water supply is erratic
2. Water supply becomes even worse in summers
3. Water is dirty and non-drinkable
4. This non-drinkable water causes a lot of water borne diseases
5. Pipelines are broken
6. A lot of water is wasted due to the leakage in the pipelines
7. Public water system has no control, water wastage due to taps left open for hours together
8. Sewer water gets mixed up with drinking water
9. Water bills are very high
10. Corruption at water boards to get new connections
11. Bore-wells being dug without any approval
12. Ground water levels are depleting and pumps are not able to fetch water
13. Many areas do not have any piped water supply
14. No water available in public toilets more

there is a scope for minimising the wastage of drinking water, so all of us should work to save the water more  
Cost of drinking water, at especially at CANTONMENT AREAS is too high when compared to municipality areas at Hyderabad which is directly under the control of CENTRAL GOVERNMENT. Every thing is mostly dependent on water whose cost is high at that particular areas. Kindly look in to the matter. Secondly, when all other things are decreasing why the house taxes are increasing abnormally specially in CANTONMENT AREAS IN TELENGANA STATE. more  
I have two suggestions to make: 1. On average, the Delhi Jal Board currently supplies 3000 million liters per day through the existing piped system, but only 1700 million liters reach the end users! There is massive leakage and loss of this scare resource while it is transported which must be drastically reduced or completely stopped. A leak detection system should be in place immediately. Pipeline leak detection systems are beneficial because they reduce losses, enhance productivity and system reliability thanks to reduced downtime and reduced inspection time. 2. It may not be feasible to provide piped water to all settlements due to resource constraints, lack of space and other factors. The concept of "Water ATM" should be explored to provide drinking water in places where it is difficult to bring in the pipes. Assistance of NGOs, Self Help Groups and community organizations can be enlisted for this purpose. more  
Conversion of seawater in to drinking water is very costly and could not be implemented in large scale in our country. it is very expensive. Hence conservation of available water, 1.prevention of wastage of drinking water, 2.preventing the river water to get in to sea with out any use to population, 3.prevention of unchecked tapping of underground ( Bore water ) by Industries and Water Trading companies,etc. Drinking water is wasted by leaky Water pipes (buried under the ground), leaky taps both kept in public places and in houses, use of drinking water for garden purpose, car washing etc., As regards prevention of river water wastage, check dams should be constructed at desired distances, if the river is within the State, additional Dams to be constructed, where ever needed canals feeding the lake/tanks etc should be connected with the river, etc. The Government should see that not a drop of water is allowed in to the sea. Underground water control is highly required in Industrial areas and in places drinking water plants are established, as the water is depleted in their surrounding areas. more  
Solutions 1) Water Supply from Main Reservoir to end Consumer needs to be accounted for by metering at various stages, to minimize wastage, leakage and theft and to make people concerned accountable for every drop of water handled. 2) Telescopic Tariff be introduced, stipulating higher tariff for higher slabs of consumption so as to discourage wasteful consumption. 3) Mini and Medium size STPs ( 5 to 25 MLD capacity) be located in various localities to treat domestic sewage generated in the area and supply treated water to the house holds to cater for non domestic purposes. This will ease pressure on scarce water sources and leading to water conservation. 4) At present there is no accountability for the performance of STPs and quality of treated water, as it is being drained into Rivers, Lakes etc for dilution and finally polluting them. more
