Weekly or monthly bribes to administration – Root Causes
1. In many cases the bribe is systematic and the money reaches several levels up
2. Inspectors from different departments are happy to misuse their discretionary powers to take bribes and make money on the side
3. Illegal businesses/shops on footpath prefer paying a small bribe instead of paying big rents
4. Business find the waste treatment plants as a big cost and hence just bribe the municipality to ignore their waste going into drains
5. The policemen taking bribes from the shops extended on to the footpath inform them if an inspection is about to happen
6. Electricity department employees reduce the monthly bills of shops and take bribes in return
7. These employees do not care about the loss that the government is incurring
8. Starting an illegal business is much easier than starting a legal business in India
9. Getting certificates and permissions from government departments is a confusing and time consuming process due to which businesses are happy to pay bribes and work without them
10. Survival of honest citizens and public servants has become difficult, especially when everybody around them is corrupt.
Weekly or monthly bribes to administration - Issues
1. A lot of shop/businesses are run in illegal buildings, stores, footpath etc. These owners pay a set sum as monthly bribes to concerned officials like municipal officials, police, etc.
2. There are parking areas in apartments that have been converted into godowns and material is stored there by paying bribes
3. Businesses throw their garbage into manholes, on the roadside and bribe the municipality to overlook all this
4. Shopkeepers extend their shops on the footpath and pass on a monthly amount to the municipality and the police
5. Some factory owners illegally tap electricity or tamper with meters in connivance with the electricity department and pay them monthly bribes
6. Some factories, societies bribe the water department to regularly supply them with water tankers that are meant for the slums and other water troubled areas
7. Many hotels and restaurants operate without fire clearances and bribe the officials to stay away from inspections
8. Businesses give monthly bribes to the traffic police to let their cargo vehicles pass even in the no entry time
9. Traders evade taxes by paying fixed monthly amount to Tax Inspectors
10. Unauthorized parking lots mushroom & fixed monthly cut is paid to enforcement agencies to turn a blind eye. more
