What are the railways measures for the safety of women?

Many cases of women torturing and harassment had been occurring in railway compartment in different parts of India. What are the measures taken by railways for eliminating such a crime. If a person from railway police doing such a crime as seen in recent Bijnaur case, then who is recruiting such persons. How are they given performance score countable for promotion. There whole and sole duty is to safeguard passengers, so are there any measures for performance evaluation?
What is the point of closing the door of a compartment which is for general public? Is there any rule for closing the door of any compartment?
What are the other safety measures like taken by railways for women?
How many trains have women compartments? How many of such Compartment s effectively working? I have seen that the Compartment for women is fearlessly boarded by men too in many trains in intermediate stations mostly in the trains heeding towards north India. more

It has been suggested about a year back by circle members that Train Superintendent's number must be flashed in each coach for any Emergency/help but it has been totally ignored by Railways till date. Factual status is that one has to physically search all coaches to find out train Superintendent in case of emergencies specially during nights as T.S. sleeps somewhere in Upper class, where it is difficult to trace him. Even coach attendants & bed-roll attendants say to passengers to locate T.S. yourself. So it is almost impossible to convince Railways to flash Emergency number(s) in coaches. More ever, where ever Railways have taken notice of issues, they have made passengers only responsible for corrective action. Example - it is known fact that Pantry-Car walas sell food items at double the Price fixed by Railway in running trains, Railways have found a easy solution that passengers must ask bill / receipt from vendor before Paying. It would have been much easier if Railways had instructed Pantry Cars to provide bill/receipt along with food supply but as apart of nexus, Railways had not instructed Pantry Car vendors but issued advisory for Passengers.. more  
Yes Mr. Priyesh Desai, GOOD EDUCATION IS THE KEY. At present they pass with mugging. Remembering answers without understanding basics of the subject. No emphasis on teaching Civics in school. Even teachers do not command respect by their behaviour and forthright attitude. more  
It may not always be possible for the railways and its armed guards to stop such crimes. It is more important that the passengers themselves become aware and learn to protect themselves at the first place until the police/security guards reach. The role of the co-passengers is more important. They must leave the tendency of becoming silent spectators and instead they should come forward to rescue the victim(s) ignoring the risks involved. If the co-passengers bravely come forward jointly in rescue operation, the offenders will have no option but to give up and flee, which should not be allowed and be caught and handed over to the police. more
