What is the need to chain the mugs in toilets

When I first heard of this issue from a consumer activitist it was year 1998, it is surprising and shocking that even today this is a major issue for anyone travelling by trains. I think this is a habit that dates back to pre-independence days when this may have been started due to too many mugs disappearing.

These days it is common to find toilet paper rolls being used in toilets especially in Air-Conditioned classes, I do not understand if the cost of the steel mug used is so high (as compared to the disposable toilet rolls) that the Railways finds it essential to tie it to the pipe, it is also appalling that the length of the chain is so short that practically using it is impossible (especially in Western Seat Toilets).

It is high time that Railways stopped this unhygienic practice. I say unhygienic because this actually makes proper hygienic practices impossible. more

While chaining the mug itself is a joke, the cruelty of the joke is the insufficient length of the chain thereby rendering the mug useless. more  
I agree with you Bhimsain Aggarwal, water jets may be a better alternative, however even when we take time to implement that idea (which may take time) breaking the chain is a simple action which could be a good first step more

Indian habit of cleaning the bottoms with water is considered more hygienic while the tissue does not clean the part and the bottoms may irritate later. So dry cleaning vs wet cleaning. So it is tissue vs mugs or replace it with toilet jets more
