What legal action on the death due to Hooch Tragedy in Saharanpur(UP) and Roorkee(UK)

Hello,
As most of you may know that hundreds of people died in the villages of Saharanpur(UP) and Roorkee(UK) due to drink of illegal raw alcohol .
The died people was suppose to get the alcohol and not the poison due to which they died.

For sure there are local and govt people either Police and or Excise department involved in the running of such illegal business of developing raw alcohol. There are many peoples belonging to my nearby villages died due to the same and some of them was known to us. I am very scared as same could have been happened in my village and my family members too. And it can happen in future too.

What legal action can be taken so that died people get justice and involved people get punished for the same and such business stop forever so that no more people get victim of the same?

Re complaints: I have faith in current government. It will be feasible to built a web site and/or a public complaint Toll free telephone number where the complaints can be lodged (without identify disclosure of complainant) and a periodical report of actions taken is put on the site. It could list each complaint (category wise with ref no) so that one can check. No harm in pursuing more

As long as lower lever government officials indulge in corruption, this illicit liquor brewing in any part of the country will exist. All related departments are very much involved in illicit brewing. These corrupt cannot live without corruption. This is well known to every senior government officials. more  
The problem will remain till root cause is not removed. The root cause is Prohibition. In all the States where prohibition is there liquor is freely available. Prohibition also encourages smuggling. more  
One thought on the implementation of prohibition of illicit trades of all sorts. The citizens living in that village/town/city should be held responsible for the illicit trade. It should be their responsibility to enforce the law, not taking law into their hands. They should put pressure on the law enforcing agency or take it to court for failing to implement the law. Levy of these penalties through taxes as deposits at village level only. These should be refundable once the culprits are established and punishment given out by the courts to the culprits. The village head would be the deciding authority to implement this tax or its deposit. Initially, there would be many complaints arising out of enthusiasm. The judiciary should enforce high penalties for false complaints. All this should happen without any adjournments by the courts and within a time frame. By the above, there will be all round pressure on the government/bureaucracy to ensure that the monies collected from the citizens by way of penalties are returned at the earliest. The entire process should be performance based with a stake of the citizen. The administration shall not have a say on the refunds. more  
Whatever prohibition laws the government may make, drinking will continue. I feel following three attempts can help a lot: 1. Education right from primary school level 2. Wide publicity on all medias TV etc. 3. Fixing standards for all categories of drinking alcohols from the cheapest variety 4. Public alertness to complain against spurious drinks, which should be convenient and confidential 5. Local police and law enforcing authorities (DC ETC) to be responsible under strictest laws. more  
Point from 1-3 may be implemented. But it is next to impossible to implement point 4 & 5. No one can dare to complaint against sale of spurious and illegal liquor as most of such shops are running under the protection of local politician, muscleman and financially strong people. Police will never check them as it amounts to sacrifice their Haftas, an additional income. more  
Histopry Repeats since decades. Recoll the decision in Maharashtra long ago i.e. the Relevant Collector, SP & Police Station Incharge. Excise (Prohibition) head of District to be held Responsible. But after change in the Thorn everything changes. There will be committee, then the Report - which may NOT be acceptable, then another committee, Blame game ultimately resulting in to some Class III Officials to be blames and Transferred without promotion for couple of years. Again the History repeats. NOT Exception. Victims hairs will get couple of lacs, that also with sharing. NEW CHAPTER STARTS till another incident takes place.
