What Police can't do against ISIS citizens can

6.Many citizens stealthy help them to procure armaments, shelter to hide. food to eat as they get hefty reward from such anti national elements.
7.Ability of these anti national elements to bring black money or counterfeit money from across the border either by air, or land and the lack of sufficient intelligence about such activities by our Indian intelligence.
8.Present Anti Terrorism Squad (ATS) has inadequate battalions in India. Every State must have at least one Battalion of ATS in more number of Striking Solders with modern weapons and communication equipment..
9.The Laws curbing Anti national activities must be amended to be tougher.
10.Separate Courts for trying Anti Terrorists cases relating to their activities must be constituted and along with two Retired Judges, One Judge in Service and two Senior Army Officials must be posted in such court. Their verdict is final and revision or clemency should be given on that, and such cases must be finalized within a period of six month. The court should also have judiciary powers to attach the property of Indian National persons involved in terrorist-mafia activities and proved guilty by this court.
11.The local people who act as informers must be paid suitably and their identity must be kept secret.
12.Exposure to Media about the anti Terrorist-Mafia activities must be prohibited and the news on this must be let out only through Government agencies. more

Public is afraid of reporting because they will be singled out and targeted by terrorists. If a large mass starts reporting things will change but who wants to bell the cat! Rural situation is very vulnerable as police control is negligible compared to cities. Who would risk their families when police is believed to be with the criminals. ISIS strategy is to corrupt zones though individuals get caught. It is evident from the fact that much of the acquiring of arms, propaganda media cannot be the handiwork of one man. It is infeasible that ISIS mentors would be traveling places, a relay mechanism is at work and it needs people. Truths are not being told! more
