What should be the priority - Judicial, Police and political reforms or new laws

Background
Majority of the so called convicts languishing in jails are
1. Too poor to have a lawyer
2. Framed on false charges or petty crimes.

People who are given 5 star treatment are
1. Rich, powerful and the corrupt.
2. Have committed multiple grave crimes.
3. Escaped jail terms and serious punishment due to the corruption in the system.

This is the ground reality in the country.

What should be the priority?

A) Reform the system so that atleast some justice is done

Or

B) Keep on introducing new laws which will hardly be implemented honestly more  

Failure of Sincerety, Duty-bound Responsibility, Honesty, Fair and Promptness IN ALL FIELDS IS THE CAUSE THAT EVERY ONE KNOW. The situation brought indeed can be corrected to Justified application only Through Military Rule for 10 years . Or, under President's Rule for 10 years which is not possible . When there is no provision to enforce mandates of the Constitutional Guarantees , When there is no application of restriction of rights in terms of society bond , In the situation where all departments are filled with Corruption Oriented Functioning and where only rich and politically influenced can get work done, COMMON AND GENERAL PUBLIC CANNOT SURVIVE as identified by 2011 Statistics as well as the FINANCIAL MISUSE AND CRIMES IDENTIFIED DURING THE DEMONETIZATION CAMPAIGN . more  
None can suggest any solution. This is why CJI finally commented the REAL ROOT CAUSE FOR ALL SUCH. more

The police are controlled by the political parties - both are corrupt. The courts act like shopping malls - pay for justice. Money counts everywhere. How does one even expect justice more  
Why does it take 20 years to book the culprits for heinous crimes? There are enough laws in the country, But the system is corrupt. It is the corrupt who decide on the cases. Unless they are straightened up nothing will happen. more
