What's not working well - Central Government
Following are my inputs:
1. Lack of Accountability in bureaucracy.
2. Strict implementation of Policies & rules framed for implementation
3 Non removal of discretionary powers enjoyed at different levels of bureaucracy & its misuse by them for pecuniary benefits.
4. Strict enforcing of punishments / transfers / dismissals.
5. Lack of fear of losing jobs for misconduct / intentional lapse in timely decision making.
6.Lacunae in policies framed leading to scope for loop holes to circumvent the intended purpose there by defeating the prime objective for which the policy was framed
Addressing these issues will certainly help in improving the governance with attended benefits
