When arrogance get a shield of protection - citizens are bound to suffer. CPWD case

On International Woman's Day 8th March. My wife who was chasing the CPWD (Electrical Wing) for outage in one part of our residence which went unattended for 2 days was given a number of a concerned official, she rang up on the given mobile number and the person on other end gave her a shock informing her that he is a Goonda and she should not mess with him. My wife rang me up and informed me and I called up this goonda who turned out to be SE (civil) Mr.Aniruddin Panda. I gave him an earful and also wrote to CPWD officials the very same day. A few days later I visited NCERT (Campus) CPWD office to try and locate the goonda SE. However there was only a J.E. and another colleague a Sikh Gentleman. When I narrated what had happened, at first they refused to believe me. However when I told them that I had a recording of the conversation, the changed tack and told me that they would speak to him and he would contact me and my wife and apologize for the misconduct. However the officials were J.E (Junior Engineers) and this Mr.Panda being an S.E.( must have been on SC/ST quota) he neither bothered to call and even the CPWD establishment have been tightlipped about the whole incident neither responding to my mailed reminders main mail on 8th March and subsequent two reminders, which proves that he has the backing and support of his establishment. So this is the status of Government machinery of BJP where on one hand the PM speaks from all platforms on Beti Bachao...and on other hand there is no ground rule for action against erring officials.
Can I get some suggestion on how we can show these high handed officials that we are not people to be pushed around?

Ooops...I almost forgot this and missed out...a BIG THANKS to all respondents who chipped in with suggestions. I kept at it hammer and tongs...(not involving PMO- a useless gimmick) and CPWD higher officials relented. An ombudsman an SE in RK Puram Sector-1 Office intervened and I was requested to take time out for a meeting to sort out the problem. Last year July, I got a call from the SE's Office asking my availability for a meeting and I asked them to document it by a mailed Invite, I got the same in SMS and mail and went with an open mind. The JE (E) Anirban was there too but since both were not knowing each other we shook hands at the external office. Only when I entered the room and Mr.Anirban too, did we realize we were adversaries fighting for rights. Anirban being a Bengali had language problem and since the meeting was convened to sort out the problem, he apologized and I ended the matter there. I never intended to spoil the career or record of a youngster who may be in the heat of matter made some mindless uttering. But I ensured that the young JE would remember that vain talk would not get him anywhere and that work entrusted to him if completed to satisfaction would bring no problems to anyone. So last year I shared a problem, a year later, I almost forgot to share the Solution (persistence pays when you are in the Right). more  
Surprisingly this time the senior official has uttered the truth as many a times you won't find any of these officials telling the truth. By any current guidelines this SE consider himself to be a Goonda, which may be absolutely right! The unfortunate part is that he is so happily announcing that because maybe the parameter of our society doesn't condemn it and rather endorse it as you see a biopic on Sanjay Dutt( accused of several criminality) become a super hit and a movie on ManjuNath(graduate from IIM, LKW) sacrificing his life on principle fails miserably!! more  
Have you seen how people try to give bribe to government servants and flaunt about it during their evenings with like minded people who pose to be one up in giving bribes as if people who have ethics of not giving or receiving bribes are fools Fault is among us as people who are used to this kind of behaviour that is flourishing despite few good men and women holding on to the responsible government jobs By the way don't you think that on international day for women your wife should have handled the goondas on her own without intervention of a male? more

Lodging a complaint against any Civil body in our country is like dropping it through a narrow slit of a large chakravyuh. The complaint never hits the target but evaporates into thin air of neglect on the way. This chakravyuh has been built over a few hundred years; it may not be that easy to break it. However, the effort must continue to make this virus disappear, at least to weaken it at first. Two salient solutions appear to offer themselves, viz., 1. Turn the Government into Private Sector and delete the assurance that a Civil servant cannot be sacked, but only transferred. That would only mean change of venue for fresh breeding, but not a cure. 2. Appoint Ombudsmen in all governmental departments, because any application to an Ombudsman must receive a solution. The aim of ANY government should be to help make day-to-day lives of citizens convenient and comfortable, without hassles. The target is missed if the man on the street has to bribe the Babu for it. From the khabars that one reads in akhbars every morning, this country today is "andher nagri" in which people do unabashedly whatever they want without any fear of the Law! THIS NEEDS TO CHANGE and here the citizen is also addressed. Patience and perseverance would do it at the end! more
