Who is Ruling India?

Todays headline in Times of India:
“SC okays Central Vista and new Parliament Projects”
It appears that all regulatory approvals were given for the project even then a PIL was lodged in Supreme Court.
High Court and Supreme Courts are now being approached by a group of diehard dissenters in the guise of civil society or a political outfit through misuse of PILs on matters other than Legal issues.
Supreme Courts observation is very apt that “HCs can’t turn superlative authorities through PILs”.
Misuse of PILS results in delay of projects being implemented, project cost escalation and waste of time and money to fight the case in High Court and Supreme Court.
This raises a very important issue “Who is Governing the Country”?
Laws passed by Parliament and approved by President are being challenged in Supreme Court eg. CAA and Farm Laws.
Perhaps a law is required to prevent misuse of PILs by fine and imprisonment for frivolous PILs. PILs against projects are used to extract money from project proponents. more  

Judiciary to Regulate Punishments also for Certain Cases that are untenable under the Laws of Constitution. Judiciary need to Regulate Reforming Court Procedure for Speedy and Prompt Justice delivery Upholding Relevant Articles of Constitution of any Case. This is why NDA Government suggested, directed formulation of NJAC to highlight Constitutional Authority of SC under Natural Justice . H'ble SUPREME COURT TO BE MOVED ONCE AGAIN. National Law Commission as well as Bar Council of India need to assist for Prompt perfect and Accountable Carry and Performance of Indian Judiciary as immediately as possible . more  
our court does not have time for real issue and when ordinary man approach them. he gets only dates after dates more  
Dear Sir, Dissent is the vibrancy of democracy. In US such cases are 10 times of India with a fraction of the population. The real issue is courts or the lack of them which needs to be increased by the parliamentary system, for which they develop cold feet. Do not fault the dissenters but the governments which don't want to provide you with the basics more
