Why do Dussehra Diwali melas not require authority approval

My hindi isnt top class but from what I read in the attached guideline by UP Govt, any one can organise a mela and just with these guidelines they should be fine. There in no need for any authority approval. Also for private parties people can do what they want. Anyone wants to read the attached and help all understand better. more

Refer to #9 on Page 4 which clearly states that for all the activities mentioned in above paras (1-8) prior approval from Police Commissioner in case of NOIDA and LKO and district magistrate in other districts is mandatory. Why create an unnecessary fuss?? more

Govt has done enough advising people how to take precautions. Don't make govt a nanny for people! more

Nothing is objectionable in this office order. Due to Covid-19 Govt. issued guidelines to maintain law and order during festivals. more
