Why is air conditioning equipment taxed at 28%

We as SMEs are setting up offices in 3 states. The air conditioning equipment (nothing fancy) is being put in but the major assemblies and some key parts are taxed at 28%.

Jaitely ji Prabhu ji - how can startup india or sme succeed if their set up is made so expensive in India. In overseas countries, some are tax free some are taxed at 6-8% why 28% more

There was a time when Air condition, Car, etc are treated as Luxury. But now a days all middle class people and lower middle class people own these things not as luxury but as necessity. For the business houses and factories, these items (Humidifier Air condition etc) are needy items. Government (GST council) may consider reducing the rates to 18% for these items in their next meeting which will help many of the middle class people and small enterprenuers. more
