Why is Consumer Dept not enforcing faster

I read the information that was shared in the circles about the fact that IT dept is sending inspectors for scrutiny to restaurants who charge Service Charge.

Why doesnt consumer affairs department not initiate something in this regard so consumers identify these restaurants, consumer dept puts list together and submits to IT commissioner of that zone.

Otherwise one more announcement will go wasted and service charge will continue.

I invite others suggestions on this matter. more

Lack of manpower, Infrastructure, No orders from superior, no specific Complaint from specific complainant/s, So may absenteeism, Officers on Duty, we are knowing but waiting for appropriate opportunity to go on Nationwide raids ........ Usual excuses. more  
Dear Sneha Goyal, this problem of Service Charge in restaurants or hotels can be solved only when the computers that generate tax invoices are linked to the local Departments of Tax & Trade and having software for managing the same is not at all a difficult task. I have been suggesting for this for a long time. Unfortunately, neither the Government of India in the Ministry of Finance (Revenue) nor the Information Technology Ministry care to solve the issue as it is a political issue for the parties in power - generating black money. more  
Consumer Affairs Dept should have enough teeth to take action about the problems..... They don't have adequate system and power - this is my understanding... more  
Because Consumer Dept ( and senior personnel thereof) are busy safeguarding their own future. Elections are round the corner and their future is more important....... more  
The reason is that the people in the Consumers affairs department does not get anything out of doing this. So, why bother more
