WHY NOT USE THE 4 UPANYAS EFFECTIVELY IN RAIL CLEANLINESS ?
Many in the circle have voiced their opinion regarding the Passengers’ APATHY towards Cleanliness in the rail compartments , stations .They should also be made to participate in all Cleanliness drive the country is pushing through now . But we being what we are how to make this happen ?
The four upayas or approaches, i.e., ways of realising aim or object have existed since the period of the epics and the Dharmasastra. The upayas are sama- dana- behda- danda: conciliation, gifts, rupture and force.
These techniques are used daily, in the ordinary lives of people and not just influential or powerful individuals alone.
If the circle members feel tat the authorities have used the first 2 what prevents them from using the 3rd one . Instead don’t give up . People have given the authority to makegood things happen . THIS SHOULD HOLD TRUE IN GENERAL CLEANLINESS ALSO .

Though I partially agree with Mr. Jayakumar but it should not be limited to cleanliness in railways but in every process we need to improve. Yes, we enlighten citizen at the outset of every activity by running frequent campaigns to facilitate them to implement or follow the discipline, rules and regulations to reach the desired results and goals. Next step is to incentivise citizens to follow as that is the tendency of human being. This is nothing but luring them to get into the habit. Certainly, no room for corrupt practices, contrary to what Mr. Daniel mentioned. However, if these 2 steps do not yield the wanted results or reach the set goals, punitive measures must be introduced which is noticed in many cases in the past. In swatch bharat mission, no sooner, fine imposed for littering,spitting in public places, visible change noticed. This process needs to be followed for all developmental projects. more

Sharp distinction need be made between literacy and cultural upliftment. Our literacy ( better, call it 'education') is meant to get a job, and,hence, has got no relevance culture. Higher education gets transformed to higher levels of arrogance. We drive a costly car.,or travel in higher classes in train from which we through out burning cigarette ends, fruit peels or refuges. Poor (uneducated/uncultured) people watch such vulgar expressions of the riches(cultured people) and dream to attain the power to enable them also exhibit such 'cultures'. I am sick of observation of such phenomena,and hence, feel uncapacitated for further amplification. Thousand years of slavery have regressed on our genetic expressions, therefore, 'danda' in its harshest form is the only method to be effective. more

Developing awareness is important, which should encourage everyone to keep the railway clean. But the cleaning staff are not prompt in cleaning the latrine, by applying cleaning materials by the scavenger employed in the train. We can not expect the passengers to keep clean the toilets, if sufficient water is not available for flushing. more

Waste management is very very poor in my country. Every Indian knows only this. Waste management means keep yours clean and throw the waste out. On the Government side waste management means collect these garbages and dump them in a waste land! First railway or govenment should establish a fool proof waste management system establish strict follow up and then punish. More than hundred years of our railway we are yet to stop the bad smell of railway toilets. Instead railway tracks are used as toilets by the slum dwellers on both the sides of the tracks and if you travel in second class till you cross these slums you can not avoid this bad smell. India need a different waste management system due to heavy population. The raja has to find out a solution and implement it than the prajas. more

Sanjoyji , I really appreciate the later part of the post where you mentioned about the duty of the Cleaning staff . That is exactly what I am trying to project . The first part of your post to wait till the majority the ones from the 70 % to catch up ; that was really on a compassionate grounds sir . But the Indian Literacy rate has shot up to 74-75 % in 2018. So it is the 20% Rail Travelers who do this irresponsible act and people like me from the lower middle class also go with the name " UGLY INDIAN " .That is not at all fair . A very good success story where the Danda Approach (Upayas) was used is the Chennai city police , by coming heavily on the Traffic offenders with hefty fine’s . Looking at so many such the railways could also apply the same approach ( upayas) ON THE UNCOUTH , UNCIVILIZED TO MAINTAIN CLEANLINESS IN PUBLIC PLACES . more
