Why not we think of pay and use clean toilets in trains? To start with introduce it in higher/ AC coaches in all trains....this will create discipline, upkeep, control and caretaker can act as a security for the toilet installations and safety of users.

This may not be correct, but railways should keep one house keeping person per train to clear the problems as and when. Many times there wont be water in toilets, it is not cleaned properly as the same coaches were used left and right, they will not have time to clean etc., more
