Why the products sold in trains not on MRP rates

Last week I was travelling from Tirupati to Bangalore 10th January, on some shops in Platform 1, there were items being sold on MRP, while in some counters, there is increase in prices, while on the platform 2/3 except for the Vijaya Diary parlour, rest of all the shops, the rates were exorbitant. Bottle of mineral water (Rail Neer) having MRP @Rs15 was sold at Rs 20 and a cool drink having an MRP @ Rs 32/34 was sold at Rs 40 by the counter run by JS Enterprises with License Number being 11/TPTY/2&3/MCS.
After asking the reason for selling at a higher price, they were saying the charges are for cooling the water and drinks, when I insisted further saying it says serve chilled, then the guy says he can sell the products at MRP without cooling, when I took a picture of the shop, they waited for sometime and then gave me at MRP while, I was telling a co-passenger about the products being sold at higher prices.
Can the railway ministry cannot control all these guys to sell only at MRP prices and at the same time give them proper change of coins so that there is no chance of selling products over and above the MRP on products.

In some other places, I did notice, the guys erase off the price on the products and sell it at a very high price. more  

Even Pantry car charges more than double in most of the items for example Tea is charges at Rs 10/- which is of inferior quality and only about 50ml to 100ml but it must be Charged Rs 7/- for 150Ml Lunch and Dinner is charges any wher ebetween 95/- to 125/- but it must be charges only 60/- as mer Railway Rates more  
Railway vendor should be forced to give immediate receipt from small printer (battery backup with little memory ) which are kept in smart shops of malls, bus conductors etc. more  
Who will not suspect that concerned officers are hand in glove with all unauthorized entrants? Instead of sitting in the aiconditioned chambers and special saloon, should they not travel incognito in trains occasionally, if they are honest, get is. more  
Really it is pathetic to note that Railway officials are not able to control the vendors in Stations selling at high prices. Stern action like cancellation of license etc are to be taken to stop such practice more
