Why to harass tax payer for Non filling of TDS by Govt depts/Banks?

IT dept disallowed any annexure in returns for individuals since 2009-10. Many Govt departments failed to file TDS on salary for years. Now centralized tax authority is raising demands from salaried tax payers for failure of Govt departments to file TDS details. Local AO does not appear to have power to rectify or are reluctant to do so.
Why IT authority are not penalizing Govt departments for failure to file TDS on salary? more

The non filers can still file TDS returns provided they have already paid taxes. In fact you should file an FIR against such erring deductors to teach them a lesson more

IT dept has devised a devious way, they are withholding all refunds due, against demand raised, No notice being issued to Govt depts which failed to file TDS return, why? more

now you can refuse to pay the tax if deductor fails to deposit the same with govt or fails to file tds return more
