Working of UP Power Corporation in Prayagraj

On visit ,Anybody can see about the working of UPPVVN in Allahabad, like over billing by meter reader through metering without inspection, still meter installed inside the covered premises in posh colonies while UP Electricity Regulatory Commission directly told in para 4/15a about point of supply that ,Supply shall be given at a single point, in premises, at the outgoing terminal of the Licensee. The Licensee shall determine the point of supply such that the meters and other equipment are always accessible to the Licensee without obstruction for inspection, for possible steal electricity ,those areas are like preetamnagar, Chufatka, rajapur, Kareli etc vide BAmrauli, Myohall or Kalyani devi electric blocks. Also ,You would be surprised that about 40-60 percent of electricity is unbilled due to the cowardliness/cleverness of the department because several areas are likely un billed as Mariadeeh , kasari masari, karelabag, bamrauli gaon, gaddopur, rajapur(nichwagadhi) and sulem sarai(nehru park), along with all homes on najul land where either they used by hook-kantia or with najrana with JE/AE/linemen/meter reader. All these unbilled or unrecoverable electricity are used to announced and booked in LINE LOSS while it's major part are gone to their pocket as bribe.

Today, electricity board want to hike rate about 20% , this would be crucial for the genuine consumer, because you should fix line loss and stealing and made stealing through officials and staff, first.

Govt. Response: As shown on Print media, Just scolding to few Ex.En. by MD, UPPCL while this scam happening not only in rural areas but within urban areas too. Upon this type of theft ,they propose to hike 20% tariff. This is a organized crime through a perfect joint venture scam among officials and billing agency , which should be break and made debar them from their services or may any strict action . more  
Most of the loopholes in the system can be plugged as Hyderabad Discoms have already done. (1)The Meters are placed in such a way that reading of the Meter Reading can be done whether the owner/tenant is present or not. (2) The Meter Readers are provided with Bill Preparing Device which calculates the amount payable and prints the bill once the meter reading is fed into the device (3) A Meter is provided for measuring total consumption in a whole locality (say, a Colony) and it is possible to check whether the aggregate of consumption in individual Connections agrees with the the Locality’s Meter Reading in order to be sure that no leakage occurs. more

System needs accountability and transparency. Privatization also has corruption in built in it more  
Privatization may be a feasible solution. In addition, no free power to any segment - (agriculture, social, govt., etc). If Govt. wants to provide power on subsidized or free, then the consumer must pay at full rate and Govt. should pay the subsidy into the consumer a/c through Aadhaar (like LPG). Power supply agency has to send the information about bill and payment to the Concerned authority for direct subsidy transfer..... more  
We are a country of crooks and whenever there is opportunity to cheat we are ready to cheat anybody including the government/government agencies. Only remedy to rectify this malady is to take very stringent action against the culprits especially the government officials who should be summarily dismissed from service if such malpractices are detected. There should be very frequent surprise checks where such malpractices are felt to be rampant. People's awareness also plays an important role. In Kerala such malpractices are almost non existent because of this reason. Honest citizens who may report such instances of malpractices should be encouraged if not incentivized. more
