WORLDS BEST LAWS ON PAPER , POOR IN IMPLEMENTATION :
I don't think anyone is empathetic towards public and the poor . There must be some other reason why laws are not implemented in Consumer , Food Safety ,Traffic , Crime Departments & and in Railways. Ther is no meaning in these most powerful laws remaining on paper if not used for the welfare of the general public .
Indian Railways has been having a system of fine for excess bggage for ages no doubt . I do remember in the mid 1970's there used to be random checks as the passengers carry huge baggage and have been made to cough out the extra baggage amount with a small fine . It slowly went of the minds of the administrators with many causes attributed , mainly pressure from the political parties ,election time .
The intention of Railways to charge 6 times actual fare was unwarranted and became a damp squib . Instead should have started charging that extra amount alone with warning for future fine - it is still not too late yet
RAILWAYS HAS ALWAYS BEEN A CUT ABOVE THE OTHER DEPARTMENTS IN IMPLEMENTING LAWS AS THEY HAVE THE SINGLE LARGEST WORKFORCE OF 13 LAKH AND SERVES 2,2 0,00,000[22 million] PASSENGERS A DAY .
The attached picture shows the porter carrying the cardboard carton, almost a perfect cube of 60 C.M. How will it get under the Berth , the clearance under the berth is just 30 CM [12 "]. So it is just pushed in the cubicle unmindful of the moving place for others , or obstructing the passage or the toilet .
AT LEAST LET RAILWAYS ADHERE TO THE DIMENSIONS OF BAGGAGE SO THAT INCONVENIENCE IS NOT CAUSED TO OTHER PASSENGERS . RAILWAYS SHOULD FIND SOME PLACE IN THE SAME TRAIN FOR THESE BIG ONES THAT CAN'T FIT IN THE COMPARTMENT .THEY CAN'T WASH THEIR HANDS OFF SAYING PUBLIC RESENTED . ARE WE ALSO NOT THE PUBLIC WHO ADHERE TO RULES & COOPERATE ?
Specification for Dimensions : 100 [39 "] x 60 [24 " ]x 25 [ 10 "]C.M. Weight wise Okay 40 or 35 KG X the number of passengers . But have to adhere to the dimensions while traveling in rail compartments to accommodate other passengers also. At least start with Dimensions first , then go to Weights .

*Facilities for Weighing & some one on rotational duty to measure & weigh only the ones that look big, and note down the Seat and Compartment details , that could be passed on to the T.T.E. for collection. When no time to do this practice on late comers , it can be followed up at the disembarking Station .
* To get the passengers aware of the baggage law and being implemented, information should be on the tickets . Advising them to come early to station .
*Now that Railways has gone so tech savvy , mobile savvy , S. M .S. 's can be sent to passengers on the Baggage law and implementation and to be present early in the station. more
In. Housing society many people try not to pay their dues unless forced. We can go on, in this we cannot differentiate poor or rich person. more
you boldly hit the nail right on the Head . Seriousness missing from the
Railways towards the objectives of the organization and expectation pf the
people .
I would like to add one more for that success which is eluding Railways .

BOTTOM. IF THE BABU TO CHAPRASI EVERY ONE SHARE THE OBJECTIVE ,
