Wrong Deductions By SBI-Gurgaon

Once the form 15H is submitted to the bank, it becomes the sole responsibility of that bank to ensure that no TDS is carried out on term deposit interests. More so when the customer is a Super Senior Citizen.
In the case of State Bank of India, this was not adhered to- not once but twice, although relevant forms were submitted to the bank well in time(April 1st week of each financial year).TDS was carried out and when pointed, all that the staff and manager could do was to aplogise and say it will not happen again (after doing it twice?). They further suggested that the senior citizens should file their IT returns and claim the deduction back.Letters were written to the GM-Customer grievance and Chairman SBI regarding this, but as you must have rightly guessed there is total silence on their part too.Why? Because there may be larger scams to attend to???
Questions asked of your god selves is:
1) Should the bank not refund the money on it's own because the lapse was on it's part?
2) Why should the super senior citizens start filing returns because of the error on the banks part?And who will bear the accountants expense?
3)What is to be done in order to make SBI accountable for these deductions and lapses?

Bank is liable for all such refunds,write to them on all their e mail id,plus send them a notice by speedpost for early resolution .They have to oblige. more  
Did that on emails, greivance on net bahking. They simply say 'Isuue has been resolved and issue has been closed' without resolving the complaints. more  
There is no punishment method for these type of irregularities. if twice of the amount is deducted from the concerned staff as fine, then they will do it properly. more  
PSB Bank officials don't treat customers humanly. They expect/ask innocent customers to keep visiting them on one pretext or the other. They keep using lame excuses like staff shortage, System not working etc. more  
If so why no one demanded during previous govt. more  
Why not? If there is a Will on part of Govt, there is a way. more  
100%right, but is it possible to privatize PSBs more  
They deposit the money in their treasury in block showing the account numbers.They still can rectify but it is cumbersome and to be done by a dedicated engineer,whom bankers do not trust. more  
Bankers are either overloaded with work or do not wish to to do their jobs so the sufferer becomes the customer.High time in the branch one person should be disignated to such works and not all in one pperson is made to sit and given all jobs. more
